Consumers Power Company's interpretation of this regulation as it pertains to outages greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> is as follows:
In the event of a scheduled or non-scheduled outage of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or more, Consumers Power Company makes the interpretation that the full air lock test at P, required by 10 CFR 50 Appendix J III.D.2(b)ii, can be performedaprior to the end of the outage provided the following conditions are met: (1) The full air lock leak test at P will not be
'completed any sooner than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> prior to leaving coldashutdown;. (2)
After the full test at P, the air lock must be treated as if containment integrity is required an~ tested in accordance with 10 CFR 50 Appendix J III.D.2.(b)iii; (3) Activity through the air lock must be kept to a minimum after completion of the full air lock test.
Performing the full air lock test before the end of the outage will permit schedule flexibility.
Consumers Power Company would appreciate NRC concurrence in this matter.
