consumers Power company General Offices: 1945 West Parnall Road, Jackson, Ml 49201 * (517) 788-0550 November 17, 1983 Dennis M Crutchfield, Chief Operating Reactor Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - GENERIC LETTER 81-21 "NATURAL CIRCULATION COOLDOWN" ADDITIONAL INFORMATION NRC Generic Letter 81-21 dated May 5, 1981 and entitled Natural Circulation Cooldown identified two areas of concern applicable to all pressurized water reactors and requested Licensees to assess their operating procedures and training program with respect to the two identified areas of concern.

Consumers Power Company performed this assessment and responded by letter dated November 16, 1981.

Recent discussions with the NRC staff on this subject identified a request for Consumers Power Company to verify that the following items are in the operators training program:

1.

How voiding in the reactor vessel upper head occurs, and the consequences.

2.

Identify observable signs that voiding is necessary.

3.

Discussion of procedures for preventing and mitigating voiding.

4.

Discussion of St Lucie event dated June 1980.

5.

Insure proper modeling of the reactor vessel upper head is in the Palisades simulator.

Consumers Power Companys Operating Procedure ONP-21 covers items 1-3 and is part of the operations personnel training.

Item 4 has been presented to all Palisades operations personnel and is documented in our training records.

Item 5 has been verified to be properly modeled in the Palisades Simulator.

Since the Palisades training program includes the NRC identified items, this response should close Generic Letter 81-21.
