CONTROL OF HEAVY LOADS - SPECIAL LIFTING DEVICES A telephone conference call between the NRC staff, Franklin Research Center and Consumers Power Company resulted in a request for additional information regarding the 150% load test acceptance requirements of ANSI N14.6-1978 as applied to special lifting devices.

The three special lifting devices being addressed are the Reactor Head Lift Device, the Upper Guide Structure Lift Device and the Core Support Barrel Lift Device.

Consumers Power Company has determined that no 150% proof load tests were performed at the time the three lift devices were received.

However, we have evaluated the devices and found the design stress margins to be substantial.

The devices are simple and are held together, for the most, by mechanical joints.

Those welds that do exist on critical parts were performed under procedures developed by Combustion Engineering (CE).

All materials and workmanship were subject to the QA program at CE. All three of these devices have been tested to 100% of the weight of the specific loads with which they are used.

Therefore, nonperformance of a 150% of rated load test 14 years ago does not &tf fect the continued safe use of these devices.
