CONVERSION OF PROVISIONAL OPERATING LICENSE (POL) TO A FULL-TERM OPERATING LICENSE (FTOL)
Consumers Power Company submitted a request for conversion of Provisional Operating License No DPR-20 for the Palisades Plant (issued October 16, 1972) to a Full-Term Operating License on January 22, 1974 and the Commission gave public notice on December 18, 1974 in the Federal Register and local news-papers of their consideration of our request.
This request has yet to be acted upon.
In 1977, the NRC initiated the Systematic Evaluation Program (SEP) for eleven nuclear power facilities including Palisades Plant.
The Commission stated in its description of the Systematic Evaluation Program (ref Victor Stello to David A Bixel, dated December 1, 1977) that the "SEP review will provide an adequate safety basis for making a decision regarding granting a FTL (and) therefore, conversion of the remaining POLs will be an adjunct to the SEP."
As you are well aware, the Palisades Plant was the first to complete the SEP (ref Harold R Denton to JD Selby, dated October 29, 1982).
The program required a sizable expenditure of NRC as well as Consumers Power Company resources, and, in our opinion, the results of the program provide an adequate basis for license conversion.
Your Staff has indicated that based on current schedules, the conversion of the Palisades Plant license should occur in October 1983.
We look forward to this eventuality and stand ready to support the NRC efforts in this regard.
