PALISADES PLANT - SEP TOPIC III-1, "CLASSIFICATION OF STRUCTURES, COMPONENTS AND SYSTEMS (SEISMIC AND QUALITY)"
The NRC staff's concerns for the Palisades Plant associated with Systematic Evaluation Program (SEP) Topic III-1, "Classification of Structures, Components and Systems (Seismic and Quality)" are documented in the staff's draft Safety Evaluation Report dated December 28, 1981, NUREG-0820 dated October 1982 and final Safety Evaluation Report dated June 27, 1983.
The staff's concerns are based, in part, on Franklin Research Center's Technical Evaluation Report (TER) entitled, "Quality Group Classification of Components and Systems," dated December 15, 1981.
Consumers Power Company's submittal dated August 19, 1982 provides a complete response to the NRC staff's concerns associated with SEP Topic III-1.
The purpose of this submittal is to identify and correct erroneous information presented in the TER referenced above.
The corrective information provided below does not alter any information previous-ly submitted by Consumers Power Company and should not alter the NRC staff's conclusions as documented in the June 27, 1983 final Safety Evaluation Report.
Table 4-1 of Franklin Research Center's TER presents a list of Palisades Plant structures, systems and components considered within the report.
Section 4 of the TER states that the structures listed in Table 4-1 are presented "for information only, not in the scope of this review."
The following corrections are submitted and pertain to erroneous information presented in TER Table 4-1:

The seismic classification of the Cooling Towers used in the Palisades Plant design is Uniform Building Code Seismic Class III rather than Class I as presented in the TER Table 4-1.
