SYSTEMATIC EVALUATION PROGRAM TOPIC III-6, "SEISMIC DESIGN CONSIDERATIONS", SUBTOPIC:

SEISMIC EVALUATION OF ELECTRICAL RACEWAY SYSTEMS The seismic evaluation of the Palisades Plant electrical raceway sytems is a subtopic of the Systematic Evaluation Program (SEP) Topic III-6, "Seismic Design Considerations".

The purpose of this letter is to provide Consumers Power Company's action plan to close this subtopic.

The action plan and schedule are stated below.

ACTION PLAN EVALUATION OF PALISADES PLANT SAFETY-RELATED ELECTRICAL RACEWAY SYSTEMS SYSTEMATIC EVALUATION PROGRAM TOPIC III-6 PHASE I

ACTION PLAN DESCRIPTION Perform shake~table testing for seismic evaluation of electrical raceway system.

The shake-table tested raceway configur-ations are based on representative con-figurations from a total of nine operat-ing plants; the Palisades Plant included.

(The test report will be submitted in Phase III.)

PHASE II III ACTION PLAN DESCRIPTION Develop and record analytical techniques and models for the seismic evaluation of electrical raceway systems.

The purpose of this phase is to provide the analyti-cal tools necessary to extrapolate the results of the Phase I shake-table tests to provide acceptance criteria for the as-built configuration at each of the nine operating plants referred to in the Phase I description.

(A summary report will be submitted in Phase III.)

Submit Phase I and II summary reports and a schedule for completing a program to demonstrate the adequacy of the Palisades Plant safety-related elec-trical raceway systems.

This program will ensure the adequacy of each as-built safety-related electrical raceway system by any of the following means:

a.

Demonstrate that the raceway con-figuration (e.g., hanger spacing, hanger length, applicable floor re-sponse spectra, etc.) is enveloped by the acceptance criteria provided in Phases I and II.

b.

Perform a raceway-specific analysis or test to demonstrate the accepta-bility of the as-built configuration~

c.

Make a plant modification such that items (a) or (b) (above) will be satis-fied for the raceway system.

PHASE IV ACTION PLAN DESCRIPTION Submit a summary report to document the completion of the program described in Phase III.
