STEAM GENERATOR PRESSURE INDICATION FOR APPENDIX R REQUIREMENTS Consumers Power Company submittal dated December 6, 1982 and entitled "Additional Information In Response To NRC Reviewers Questions on July 1, 1982 Fire Protection Submittal" provided Consumers Power Companys arguement as to why steam generator pressure indication did not have to be installed on auxiliary shutdown panel.

Following d_iscussion on this subject with the NRC staff, it is Consumers Power Companys position that steam generator pressure indication will be installed at the auxiliary shutdown panel.

Due to the availability of equipment and the integration of installation schedules, the steam generator pressure indication will be installed during the 1985 refueling outage.

This installation schedule requires an exemption from 10 CFR 50.48.C(4) which states, "Those fire protection features that require prior NRC approval. *** shall be implemented.**** (during the first refueling outage) commencing 180 days after NRC approval. **** "

Consumers Power Company's proposed steam generator pressure indication could fall under the above requirement.

The design stage of our steam generator pressure indication at the auxiliary shutdown panel location has been completed and procurement of the necessary

  • equipment has been initiated.

However, due to relatively long vendor lead times, installation is unlikely during the next refueling outage.

The next refueling outage is presently scheduled to start October 1983 but could start earlier or later depending upon plant availability.

Therefore, if NRC approval is obtained for our installation of steam generator pressure indication at the auxiliary shutdown panel prior to June 1, 1983, Consumers Power Company requests schedular exemption from the timetable set forth in 10 CFR 50.48 paragraph (c) (4) as it specifically applies to the steam generator pressure instrument.

This exemption request is justified due to the fact that alternate means are available to monitor the performance of the reactor heat removal function (ie via the cold leg temperature instruments) as discussed in our letter dated December 6, 1982.
