STATUS UPDATE OF PROGRAM TO EVALUATE THE ADEQUACY OF PENETRATION PROTECTION FROM OVERLOAD AND SHORT-CIRCUIT CUNDITIONS In response to a request embodied in NRC letter dated March 26, 1981, Consumers Power Company established a program to not only evaluate the adequacy of existing containment electrical penetration protection from circuit overload and short:..circuit conditions at the Palisades Plant, but to also enhance such protection where appropriate.
As you are aware, the purpose for the evaluation and resulting enhancement is to preclude damage to the penetrations which could conceivably result from such overload and short-circuit conditions concurrent with a loss-of-coolant accident.
The purpose of this letter is to apprise the NRC of the current status of the aforementioned program and to *provide theNRC with expected completion dates for the work that yet remains to be done.
By letter dated October 16, 1982, Consumers Power Company indicated that the preliminary overload and short-circuit evaluations for all of the power, control and instrumentation circuits that pass through containment would be completed by January 1, 1983.
Consumers Power Company also indicated that, based on the aforementioned evaluations, those circuits that lack necessary protection would be itemized and preliminary recommendations for protection enhancement in such circuits would be formulated by January 1, 1983.
On January 13, 1983, Consumers Power Company completed the preliminary evaluations for essentially all of the circuits, itemized those circuits that lack necessary protection and formulated preliminary recommendations to enhance the protection in each of the circuits itemized.
In all cases, such preliminary recommendations call for the installation of secondary overload and short-circuit protective devices such as circuit breakers or fuses.
Attachments Ill, 2 and 3 of this letter serve to summarize the status of the power, control and instrumentation circuits, respectively, that were OC0183-0013A-NL02 s302240273 * -a302 rr---

In the attachments, the circuits are categorized as either acceptable or unacceptable based on the degree of penetration protection from circuit overload and short-circuit conditions that currently exists..It should be noted that a circuit is declared as acceptable if any one of the following types of protection is provided:
- 1) the existence of adequate primary and secondary overload and short-circuit protective devices (ie, circuit breakers and/or fuses),
- 2) environmental qualification of circuitry and components located inside containment,
- 3) automatic disconnection of the circuit from its power supply by the safety injection signal or
- 4) the inherently low magnitude of short-circuit current.
It should also be noted that items #1, 2 and 3 above have been determined as acceptable means of penetration protection by the NRC and are docume.nted as such in the NRC letter dated March 26, 1981.
Item #4 above applies to most of the evaluated instrumentation circuits. It is for those circuits categorized as unacceptable that preliminary recommendations for protection enhancement have been formulated.
The next objective of Consumers Power Company is for its System Protection Engineering Department (SPED) to issue the final report of its preliminary circuit evaluations which will itemize the circuits categorized as unacceptable and will provide the aforementioned recommendations to install adequate secondary overload and short-circuit protective devices.
It is currently expected that this report will be issued by March 1, 1983.
After the SPED report is issued, it will be reviewed by the Nuclear Operations Department (NOD) to evaluate, on a final basis, where additional protection is necessary and what means should be employed to provide such protection.
The NOD review will provide justification for electing to enhance penetration protection for an unacceptable circuit by means other than those recommended by the SPED (eg, by administrative controls as permitted by the NRC and described in its March 26, 1981 letter).
It is currently estimated that the final NOD evaluation will be completed by July 1, 1983.
This estimate of July 1, 1983 completion is based on the present commitment of significant NOD resources to preparation for the upcoming 1983 Palisades refueling outage, OC0183-0013A-NL02

DMCrutchfield, Chief Palisades Plant SEP TOPIC VIIi-4 February 11, 1983 In an attempt to keep the NRC periodically apprised of the Consumers Power Company program to enhance the containment penetration protection from postulated overload and short-circuit conditions, Consumers Power Company expects to provide the NRC with another status update by July 15, 1983.
The July 15, 1983 status update will provide the following:
- 1) a list of circuits for which enhancements in penetration protection from overload and short-circuit conditions will be made,
- 2) the proposed means for enhancement of the circuits described in item 1 above which will include adequate justification for chosen methods of enhancement other than the installation of secondary overload and short-circuit protective devices as recommended by the SPED and
- 3) a schedule for the detailed engineering, equipment procurement and installation of the above penetration protection enhancements (note, it is currently expected that such enhancements will be completed by the end of the 1985 refueling outage).
