CONSUMERS POWER COMPANY DOCKET 50-255 - LICENSE DPR PALISADES PLANT REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:
I.
CHANGE(s)
A. Revise Section 4.7.3 to read as follows:
"The correct functioning of the emergency lighting system outside of containment shall be verified at least once a year.
The emergency lighting system inside containment shall be verified operable during each refueling outage but at least once every two years."
II.
DISCUSSION The above proposed Technical Specifications change is requested in order to prevent unnecessary plant shutdowns.
The portion of the emergency lighting system outside containment wili continue to be tested annually.
However, emergency lighting inside containment is inaccessible during power operations due to ALARA considerations.
Emergency lighting within containment is provided for personnel safety and safety during refueling operations and not to allow for safe shutdown of the plant.as required by 10 CFR 50, Appendix R.
Since the batteries supplying emergency lighting inside containment are tested monthly and the entire system is tested during each refueling outage, there will be no increased risk to personnel safety or refueling operations by decreasing the periodicity of this part of the surveillance.
Consumers Power Company still intends to submit a comprehensive
.Technical Specifications change covering all annual and 18-month surveillances.
Since that change request will not be completed before the emergency lighting surveillance is due to be performed, this change request is being submitted in order to avoid a forced plant outage in February of this year~

III. CONCLUSION Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed this change and find it acceptable.
