consumers Power company General Offices: 212 West Michigan Avenue, Jackson, Ml 49201 * (517) 788-0550 January 20, 1983 Dennis M Crutchfield, Chief Operating Reactor Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO NRC GENERIC LETTER 82-16 "NUREG-0737 TECHNICAL SPECIFICATIONS" NRC Generic Letter 82-16 dated September 20, 1982 and entitled NUREG-0737 Technical Specifications indicated that nine (9) NUREG-0737 items which require Technical Specifications were scheduled for implementation by December 31, 1981.
This Generic Letter requested Consumers Power Company to review the Palisades Plant Technical Specifications to determine if they are consistent with the guidance provided in the September 20, 1981 Generic Letter for each of the identified nine items. Consumers Power Companys' review of the identi-fied items relative to the Palisades Technical Specifications has resulted in the following compilation of information:

STA Training (I.A.1.1.3)
STA qualifications were addressed in Amendment 67 dated October 8, 1981 to the Palisades Technical Specifications and then updated in Technical Specifications Change Request dated December 20, 1982.
The on-shift requirements were addressed in Technical Specification Change Request dated December 20, 1982.

This item was addressed in Technical Specification Change Request Dated December 20, 1982.

This item was addressed in Amendment 68 dated December 8, 1981 to the Palisades Technical Specifications.

This item was addressed in Amendment 67 dated October 8, 1981 to the Palisades Technical Specifications.

Dedicated Hydrogen Penetrations (II.E.4.1)
The Palisades Plant has Hydrogen recombiners inside containment and therefore this item is not applicable and addressed as such in COnsumers Power Company's submittal dated December 19, 1980.

Containment Pressure Setpoint (II.E.4.2.5)
This item was addressed in Technical Specification Change Request dated March 1, 1982 to the Palisades Technical Specifications.

Containment Purge Valve (II.E.4.2.6)
The Palisades containment purge system is an open item presently under review by the NRC staff.
Technical Specification Change Request will be submitted once resolution of the long term technical issues have been made.
