Review of Consumers Power Company's July 1, 1982 submittal on Fire Protection by NRC reviewers has resulted in the identification of questions that require further information.
Consumers Power Company responses to questions that can be quickly answered and schedules for providing information where immediate responses are not available are presented in this submittal.
Question 410.2F In Section ld of Attachment A (Pages 27, 28 and 29), you state that procedures will be developed to instruct the operators to take appropriate action or as a last resort to remove DC power.
Discuss what some typical "appropriate actions" will be required.
You also note that removal of DC power will prevent spurious action in some cases (see Pages 27, 28, 29, 32 of Attachment; Page 9 of Attachment B).
Discuss how DC po~er will be removed to prevent such spurious action in typical cases.
Provide a schedule for developing procedures in all such cases where you specify that procedures need to be developed for necessary corrective action required to cope with malfunctioning components in the event of a fire.
Response
Consumers Power Company is preparing a response to this question with an anticipated completion date December 1, 1982.
This response will include the determination if appropriate action for achieving and maintaining hot shutdown includes repair action.
If repairs are identified, correction to the action will be provided or an adequate basis to justify our exemption will be provided.

Some further clarification is required with regard to the source range flux monitor and your plans for reading this instrument at the auxiliary shutdown panel.
Discuss, in detail what will be provided at the auxiliary shutdown panel and what affect a fire in areas ld would have upon the readout at the auxiliary shutdown panel, if any.
Provide an electrical schematic of the circuit for the source range flux monitor instrumentation at the alternate shutdown panel and any connections with the instrumentation in the control room.
Response
An exemption request regarding the disconnect/connect procedure of leads at the penetration for the auxiliary shutdown panel's source range monitor is being prepared and will be included with the answer to 410.2F by December 1, 1982.
Question 410. 5F In response to la in Attachments A and B of your submittal, you note that all power cables in fire areas 1-4 and the S.W. penetration room, respectively, which connect to the same power supply as the dedicated shutdown method are electrically protected.
Discuss whether this includes control and instru-mentation cables and, if not, provide further information showing whether control and instrumentation cables are also protected, electrically.

The response to la in Attachment A & B of our July 1, 1982 submittal does include control and instrumentation cables and the electrical protection of these cables is coordinated.
Question Provide steam generator pressure indication at the auxiliary shutdown panel.

Consumers Power Company's July 1, 1982 submitted Attachment C, Page 1, Item B, provided justification why PC5 cold leg temperature and a steam table (ie. implied steam generator temperature with appropriate pressure found on the steam table) and steam generator level indication provides the information to meet the requirements of Appendix R.

DMCrutchfield, Chief Palisades Plant Fire Protection Response October 25, 1982 has no plans to add steam generator pressure instrumentation to the auxiliary shutdown panel but will provide additional discussion and justification concerning our decision when the December 1, 1982 submittal is made.
