PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST -

ENGINEERED SAFETY FEATURE (ESF) FILTRATION SYSTEM Attached are three (3) originals*and thirty seven (37) conformed copies of a Request for Change to the Palisades Technical Specifications.

Consumeys Power Company letters dated March 6, 1975; June 18, -1975; February 25, 1976; and May 14, 1980 requested various changes to the Palisades Technical Specifications with r~spect to the (ESF) filter systems.

The requested changes were necessary in order to achieve closer conformance to the Standard Technical Specifications.

A telephone conference call on March 17, 1982, between NRC staff members and representatives of Consumers Power Company, provided an opportunity to further discuss the proposed Technical Specification changes noted above.

The questions and comments posed by both the NRC and Consumers Power Company during the conference call were resolved either at that time or by subsequent telephone conversations with Mr Jack Hayes of your staff.

The recommendations and comments agreed upon have been incorporated, along with the proposed changes requested by our submittals referenced above, into this letter in order to provide a complete and acceptable single submittal.

Therefore, all previously requested changes addressing the ESF filter systems are superseded by this submittal.

The proposed changes involve a single safety issue.

Therefore, a check in the amount of $4,000.00 is attached pursuant to 10 CFR 170.22, Class III change.
