CONSUMERS POWER COMPANY DOCKET 50-255 REQUEST FOR CHANGE TO THE TECHNICAL SPECIFICATIONS
- LICENSE DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:
I.
CHANGES A.
Add new Specification 4.5.8 to read as follows:
"4.5.8 DOME DELAMINATION SURVEILLANCE If, as a result of a prestressing system, inspection under Section 4.5.4. corrective retensioning of five percent (8) or or more of the total number of dome tendons is necessary to restore their liftoff forces to within the limits of Specification 4.5.4, a dome delamination inspection shall be performed within 90 days following such corrective retensioning.
The results of this inspection shall be reported to the NRC."
B.
To the existing Basis for Specification 4.5, add the following:
"Containment dome delamination inspections performed in 1970 and 1982 have confirmed that no concrete delamination has occurred.
The possibility that delamination might occur in the future is remote because dome tendon prestress forces gradually diminish through normal tendon relaxation and concrete strength normally increases over time.
To account for this remote possibility, however, an additional delamination inspection will be performed in the event.that 5% or more of the installed -
tendons must be retensioned to compensate for excessive loss of prestress.
This inspection would be to confirm that any systematic excessive prestress loss did not result from delamination and that the retensioning process did not result

II.
DISCUSSION If dela.mination were to occur, it would be most likely shortly after initial prestressing when the tendon forces would be at their highest lifetime value and the concrete strength would still be less than its -
final cured value.-
To address this concern fill inspection was performed in 1970 to verify that dela.mination had not occurred.
This subject was again reviewed under Systematic Evaluatio.n Program Topic III-7. C.
As a result of this review, Consumers Power Company agreed by letter dated March 31, 1982, to perform an additional one-time inspection of the dome for delamination, and to propose a Technical Specification which would require an additional inspection if corrective retensioning of five percent or more of the dome tendons were determined to be necessary.
The one-time reinspection for dome delamination was performed in June 1982. and was reported to the NRC by Consumers Power Company letter dated July 20, 1982.

DISCUSSION (Con't) observed.
This*point in time corresponds to approximately the one-third point in plant life.
Although this inspection is judged to confirm the previous Consumers Power Company opinion that future delamination inspections are unwarranted, the Technical Specification included herein is still being provided to satisfy the previous Consumers Power Company proposal under SEP Topic III-7.C.
III.
CONCLUSION Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
