CONSUMERS POWER COMP ANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:
I.
CHANGES A.
Change Item (a) of Section 3.22.3.1 to read as follows:
"a.
Cable Spreading Room/Switchgear Room 1-C" B.
Add Item (h) to Section 3.22.3.1 as follows:
"h.
- North Cable Penetrations Room" C.
Replace the Basis of Section 4.17.5.1 with:
"The functional integrity of the penetration fire barriers ensures that fires will be confined or adequately retarded from spreading to adjacent portions of the facility.
This design feature minimizes the possibility of a single fire rapidly involving several areas of the facility prior to detection* and extinguishment.
The penetration fire barriers are a passive element in the facility fire protection program and are subject to periodic inspections."

Proposed changes are shown by a vertical line in the right-hand margin.
II.
DISCUSSION The above proposed Technical Specifications changes are requested in order that the Palisades Technical Specifications will conform to the Pa:lisades Technical Specification Inspection Checklists.
The replacementof the Basis in Section 4.17'.5.l is a.r; editoria~ change due to the fact that the present Basis statement is the equivalent of an Acti~n Statement and thus is inappropriate.

CONCLUSION Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
