SYSTEMATIC EVALUATION PROGRAM By letter dated February 16, 1982, Consruners Power Company provided descriptions of actions proposed to resolve SEP findings for the Palisades Plant.

This letter did not specify the schedule for each item, but stated that schedules were being developed and would be submitted in the future.

The purpose of this letter is to submit those schedules.

Attached is a listing of SEP Topics for which Consruners Power Company has proposed some additional action.

A brief description of each action is provided along with an expected completion date.

The action descriptions have been extracted from other.docketed Consumers Power Company correspondence, including in particular, Consruners Power Company letters of November 13, 1981, February 16, 1982, February 24, 1982, March 10, 1982, March 12, 1982 and March 17, 1982.

Essentially all of the listed d~tes have been discussed previously with the staff.

It must be emphasized that the actions listed herein are being undertaken voluntarily to resolve the SEP findings; and are not being taken to bring the plant into compliance with any regulation or other legal reQuirement.

These actions represent a substantial allocation of Consumers Power Company resources.

While care has been taken to anticipate the scope of work and develop a realistic completion date for each item, unforeseen problems or resource demands could im~act the listed dates.

At present, however, the dates are considered achieveable and no slippage is anticipated.

Submit final report on storm surge study (Consumers Power Company letter 2/24/82).

Complete review and verify, on a sampling basis, the adequacy of the open items listed in NRC letter dated 12/28/81.

Review protected water sources available for PCS and SG makeup and verify that procedures are sufficient for operators to use those sources in a timely manner.

Formalize the inspection program for the intake crib, pipe and intake structure by incorporation into the plant management system for either preventive maintenance or surveillance testing activities.

Complete evaluation considering guidance provided in NRC letter of 12/4/81.

Provide schedule for any modifications determined to be necessary, including consideration of Topic V-5 conclusions.

Submit proposed change to Technical Specifications to modify tendon ISI acceptance criteria.

Perform one-time dela.mination inspection similar to previous inspection in 1970.

Submit proposed Technical Specification change to incorporate requirement for an additional dela.mination inspection in the event that a corrective retensioning program is required for 5% or more of the total number of dome tendons installed.

Submit proposed Technical Specification change to require the Low Temperature Overpressure Protection System to be in service whenever the Shutdown Cooling System is in service.

Review existing procedures and modify if appropriate to verify that operators are provided with sufficient guidance to direct use of safety grade systems in the event of failures in non safety grade systems.

Revise operating procedure to verify LPSI check valve closure prior to criticality after each use of the LPSI system for shutdown cooling.

Perform appropriate modifications to make MSIV/MSS configuration single failure proof with respect to concerns for two steam generator blowdowns inside containment.

Modify the 3" pressurizing line on penetration 19 to remove threaded pipe joints between the outer air lock wall and isolation valve P5A.

Install suitable isolation devices or channel separation which meets IEEE 279-1971 for Primary System flow and Steam Generator A and B pressure inputs to the Fischer & Porter Plant Computer.

Review procedures and modify as necessary to ensure that operators have guidance for removing non essential DC loads to extend battery life if conditions warrant.

Provide a second channel of CCW expansion tank level indication.

Implement station battery capacity and service testing program.

Complete circuit evaluations and determine need for upgrading secondary overload protection for circuits penetrating containment.

Perform detailed analysis to verify CCW temperature limits are not exceeded under the postulated accident conditions.

If the analysis indicates the need, modify procedures to direct isolation of non-essential service water loads under the postulated conditions.

Verify or add drainage capability to the intake structure to ensure postu-lated leaks will not flood service water*

pump motors, preferably without operator action. If coincident operator action is needed; verify that sufficient response time is available to prevent loss of service water.

ACTION (Note 1)

Verify by test or analysis that the auxiliary feedwater pump room would not heat up excessively and compromise operation of both auxiliary feed pumps due to a loss of offsite power to the ventilation fans.

Verify by test or analysis that the cable spreading and switchgear rooms would not heat up excessively and compromise operation of vital equipment due to a loss of offsite power to the ventilation fans.

For both of these items, operator action to mitigate the loss of ventilation is considered acceptable if effective action can be taken in a realistic period of time.

Excessive temperatures in this context will be defined as an ambient temperature in the immediate vicinity of the equipment of concern above the value judged to be acceptable for continuous equipment operation.

The heat loads to be considered will be those loads which would remain following the loss of offsite power.

The specified procedural reviews should be a part of TMI Action Plan Item I.C.l, Guidance for the.Evaluation and Development of Procedures for Transients and Accidents.

The CE emergency procedure guidelines are currently being reviewed by the NRC.

As noted in Consumers Power Company letter dated January 4, 1982, the Palisades procedure reviews and resulting revisions are to be completed prior to startup following the 'first refueling outage after July 1, 1982.

Action to be completed following issuance of R.G.1.35 Rev. 3 but no later than 6 months prior to the next scheduled tendon surveillance inspection.

The original date specified in Cpco letter of 3/12/82 provided a 12/31/82 completion date.

More current information, however, indicates that issuance of the revised Reg. Guide has been delayed to 1983.
