- Differing professional opinion1 (DPO)
DPO-2016-0012 raised the issue that different terms are used when discussing the ability of a PRA to support risk-informed regulatory decisionmaking 3 of 9 NRC Staff Plans for Implementation of the Term PRA Acceptability 2/21/18 1
The DPO Program is governed by the NRCs Management Directive 10.159 (see Agencywide Document Access and Management System (ADAMS) accession number ML15132A664) which allows staff and contractors to have their differing views considered by the highest levels of management.

Background (2 of 2)
- A panel of U.S. Nuclear Regulatory Commission (NRC) PRA experts was convened to evaluate the issue raised in the DPO
- In response to the DPO, NRC Senior Management decided that the term PRA acceptability should be used consistently in NRC documents and information
- The management decision was upheld through the DPO appeal process 4 of 9 NRC Staff Plans for Implementation of the Term PRA Acceptability 2/21/18
Implementation of the Term PRA Acceptability (1 of 4)
- The staff will consistently use the term PRA acceptability rather than terms such as PRA quality or technical adequacy to describe the overall goodness of a PRA in risk-informed regulatory decisionmaking
- PRA acceptability is measured in terms of:
- Scope
- Conformance to the technical elements of a PRA
- Level of detail

Implementation of the Term PRA Acceptability (2 of 4)
- Implementing the term PRA acceptability will involve revising:
- Regulatory guidance (e.g., regulatory guides, NUREGs, etc.)
- Standard review plans
- Training materials
- Other information supporting the NRCs regulatory program (e.g., NRC online glossary)
- Revisions will be performed consistent with the NRCs planned revision schedules 6 of 9 NRC Staff Plans for Implementation of the Term PRA Acceptability 2/21/18
Implementation of the Term PRA Acceptability (3 of 4)
- Implementing the term PRA acceptability only affects the NRCs usage of terms; this change does not:
- Change any regulatory processes (e.g., review methods, criteria for acceptability, etc.)
- Require or compel, nor is it intended to suggest, that the nuclear industry make conforming changes 7 of 9 NRC Staff Plans for Implementation of the Term PRA Acceptability 2/21/18

- Planned revisions of NRC documents related to this implementation will be coordinated with the public and stakeholders, as appropriate
