~JAN '9 Thank you for your letter dated December 16, 1980, informing us of the steps you have taken to correct the noncompliance which we brought to your attention in our letter dated November 21, 1980.
We will examine these matters during a future inspection.
Your letter requests re-classification of Item 1 as a deficiency, based on your described actions, apparently meaning corrective actions.
While the classification of noncompliance can not be based on subsequent corrective action, we have reviewed this matter again, considering currently available information on the circumstances, and we conclude the item is properly classified as an infraction.
Specifically, we reiterate our position that whenever welding is being performed in a safety related area (Emergency Diesel Generator Room) and on equipment which has a very high fire risk (Diesel Fuel Storage Tank) that a continuous fire watch is required.
We agree that your corrective actions appear to be appropriate but this does not chang~
the degree of the initial non-compliance.
