CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I.

Changes A.

Revise Section 4.5.2.a to read as follows:

" ( 2)

Local leak rate tests for checking air lock door seals within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of each door opening shall be performed at a pressure of not less than 10 psig.

(3)

Acceptable methods of testing are halogen gas detection, soap bubble, pressure decay, or equivalent.

(4)

The local leak rate shall be measured for each of the following components:"

Add the following paragraph to Section 4.5.2.c:

"(3)

If 0.60 La is exceeded as a result of performing any between the seals air lock leakage test, repairs should be initiated immediately to satisfy the local leakage acceptance criteria.

However, excessive leakage from a between the seals leak test does not necessarily mean that the door is improperly sealed.

If repairs are not effected to establish local leak rates less than the test acceptance criteria, a full air lock test shall be performed within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of the failed between air lock seal test, or the reactor shall be shut down and depressur-ized until repairs are effected and local leakage criteria met.

Once the full air lock test is performed the requirements of section 4.5.2.c (1) and (2) shall apply."

C.

Revise Section 4.5.2.d.l.b to read as follows:

"(b)

A full air lock penetration test shall be performed at six month intervals.

During the period between the 6 month tests when containment integrity is required, a reduced pressure test for the door seals or a full air lock penetration test shall be performed within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> after either each airlock door opening or the first of a series of openings."

II. _ Disc.ussion The proposed Technical Specification changes have been proposed to comply with the requirements of Appendix J to 10 CFR 50.

Consumers Power Company had requested an exemption to the requirement that the personnel air lock 2

be test~a after each opening; however, by NRC letter dated December 11, 1981, the exemption request was denied.

III.

Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
