- I General Offices: 1945 Wast Parnell Road, Jackson, Ml 49201 * (517) 788-0550 February 18, 1982 Dennis M Crutchfield, Chief Operating Reactors Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALIDADES PLANT - TECHNICAL SPECIFICATION 3.l.3e CLARIFICATION The purpose of this letter is to document the Palisades Technical Specifica-tion Clarification arrived at February 17, 1982 per telephone conversations between Consumers Power Company and NRC staff member T Wambach apd Consumers Power Company and NRC Region III staff B Jorgensen.
Palisades Technical Specification (TS) 3.l.3e states that primary coolant boron concentration shall not be reduced until after a steam bubble and normal water level have been established in the pressurizer~ The basis for this requirement is that it precludes overpressurization of a solid primary coolant system.
In reviewing TS 3.l.3e, which is one of the "minimum conditions for criticality", and its associated basis, it is apparent that the intent of the specification is to preclude criticality unless normal pressurizer level has been established.
Accordingly, it is our understanding that the intended requirement of TS 3.l.3e is Ptimary coolant boron concentration shall not be reduced below cold shutdown boron concentration until after a steam bubble and yl normal water level have been established in the pressurizer." This clarifica-tion was discussed and concurred with by NRC Washington and Region III.
