consumers Power company General Offices: 212 West Michigan Avenue, Jackson, Ml 49201 * (517) 788-0550 February 9, 1982 Dennis M Crutchfield, Chief Operation Reactor Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LIGENSE DPR-20 PALISADES PLANT - SEP TOPIC III-5.B, PIPE BREAK OUTSIDE CONTAINMENT By letter dated December 23, 1981, the NRC issued an evaluation of SEP Topic III-5.B for the Palisades Plant.

Paragraph V.B.3 of the evaluation stated that the jet expansion model for subcooled water which was used by Consumers Power Company did not conform to current criteria which states that the jet half angle is not to exceed 10 degrees.

The criteria used by Consumers Power Company for its analyses is contained in Bechtel Topical Report BN-TOP-2, Rev. 1 dated September 1973.

This subject was discussed further on January 8, 1982 with Mr. Chen of the NRC.

As we noted in this discussion, BN-TOP-2, l~ev. 1 states "For subcooled water blowdown, this _model assumes a half angle approach of 10 degrees..... ".

In actuality, then, the jet expansion model used by Consumers Power Company is in complete agreement with NRC criteria, and no further action is required to resolve this question.
