which is to function as a temporary EOF per Consumers Power Company letter dated January 4, 1982 and entitled "Request for Use of a Temporary Emergency Operations Facility".
Considering that the GOCC would operate as a Temporary EOF for a maximum of six hours (.the travel time required by the permanent EOF Staff under severe weather conditions to reach the permanent EOF) we propose to equip and staff the Temporary EOF as shown in Attachment I.
Attachment II Shows the existing floor plan and allocation of space for critical emergency support groups.

ATTACHMENT I STAFFING The Temporary EOF will be staffed by those General Office personnel assigned to the GOCC during emergencies.
Full operation will be achieved within one hour of activation.
The working space for up to 35 people will be 5331 SQ FT.
UTILIZATION Space has already been allocated for storage of plant records and historical data immediately adjacent to the facility.
Records and data already stored in this location include those required in the permanent EOF.
Space will be provided for display of critical function monitor, parameters and auxiliary data terminals.
Additionally, this Temporary EOF will have facilities and equipment for the acquisition, display and evaluation of meteorological, radiological, and plant system data pertinent to determine offsite consequence.
COMMUNICATIONS Communication systems will include directly-accessed common-carrier telephone
- services to the plant and permanent EOF, ENS and HPN hotline telephones to the_ NRC, and dedicated telephones to the TSC and Control Room.
SECURITY Normal industrial security currently exists for the facility.
Upon activation, security will be upgraded to a restricted access basis.
SCHEDULED COMPLETION DATE The scheduled completion is concurrent with the completion schedule for the Permanent EOF.
