RESPONSE TO DECEMBER 3, 1981 NRC LETTER "EMERGENCY PREPAREDNESS APPRAISAL" NRC letter dated December 3, 1981 and entitled Emergency Preparedness Appraisal, requested Consumers Power Company to respond to Appendix A (Significant Deficiencies) and Appendix B (Appraisal Improvement Items) of that by January 4, 1982.
The items identified in Appendix A are addressed in this submittal.
The response to the thirty items of Appendix B, however, are still in progress and completion is expected by February 4, 1982.
This delay is due to-the large number of items under consideration and to the holidays which have resulted in only 14 working days from the date of receipt to the requested_date of submittal.
Appendix A items and responses to each are as follows:
Item Emergency Implementation Procedure EI-1 and EL-2 do not reference other pertinent Procedures to be followed if the emergency escalates.
Also Emergency Implementation Proce.dures (EL-l through EL-15) should be reviewed for accuracy.

Response
Emergency Implementation Procedures EL-1 and EL-2 have been revised to include reference to other pertinent procedures; in addition, both procedures have been reviewed for accuracy.
Procedures EL-3 through EL-15 are currently under review to ascertain that they are accurate; this review and implementation of necessary revisions is scheduled for completion by February 15, 1982.
Item The licensee has not completely complied with I.E. Bulletin No. 79-18 "Evaluation Alarms Audibility in High Noise Areas".
Maintenance orders have been issued and approved but all equipment has not been purchased or installed.

Response
Evaluation.of alarm audibility has been completed; some modifications to the existing system were identified as a result of the evaluation.
On September 2
10, 1981, the modification project was assigned and a completion date of April 30, 1982 was established.
Subsequent review of the project status has indicated that an earlier completion date is achievable; accordingly, completion is currently scheduled for April 3, 1982.
The remaining four items in Appendix A are those items identified in NRC's Confirmation of Action letter dated October 7, 1981.
Responses to item 1, 2, and 4 of this letter were provided to NRC by letter dated November 5, 1981.

Emergency Implementation Procedures A.
Required Action Emergency Operating Procedures and Off Normal Procedures shall contain statements directing the Reactor Operator to inform the Shift Supervisor of a possible Emergency Plan Condition requiring possible classification of an event.
These statements shall be conspicuous.

This item has been completed.
The wording used in the procedure revisions is not exactly as indicated in the Required Action above; the differences were pointed out to the Palisades NRC Resident Inspector who agreed that the wording was appropriate.
