LICENSE DPR ~+I PALISADES PLANT - RESPONSE TO OCTOBER 7, 1981 CONFIRMATION OF ACTION LETTER NRC letter dated October 7, 1981 identified the agreements reached between Consumers Power Company and the NRC staff on October 1, 1981 during the management exit interview following the NRC Emergency Preparedness Appraisal of the Palisades Nuclear Plant. - Two of the four action items have a response due date of November 5, 1981.
An extension until November 6, 1981 was requested for Consumers Power Company Management Review and granted per telephone conversation between D P Hoffman, Consumers Power Company and R Spessard, NRC Staff, Region III.
Action items one and two are addressed in this submittal.
The response to the third action item is due January 1, 1982 and is not addressed in this submittal.
The fourth action action item has a completion date of February 1, 1982 and due to the complexity of the subject, its status is provided at this time for your information.
The action items and Consumers Power Company responses are as follows:

Radiochemistry personnel (trained in post-accident sampling) shall be provided for all shifts (above cold shutdown) by July 1, 1982.

Response
2 Consumers Power Company, Palisades Plant now provides onshift 24-hour per day (above cold shutdown) personnel as listed under Required Action.
Radio-chemistry personnel shall be provided for all shifts (above cold shutdown) by July 1, 1982.
An evaluation has been completed on a shift augmentation system to meet Table B-1 of NUREG-0654 with the exception of the shift foreman.
Assuming the use of radio paging system (Beepers) and conservative estimates on travel time to account for adverse weather conditions, the minimum staffing requirements of Table B-1 can be met with the exception of the Emergency Operations Facility (EOF) Director.
We currently utilize (within our Emergency Plans) a temporary EOF at company headquarters in Jackson, Michigan, for a period of up to six (6) hours after declaration of an emergency condition which requires manning of the EOF.
This period of time should be adequate to permit arrival of the EOF Director at the permanent near-site EOF in South Haven Michigan.
By January 1, 1982, Consumers Power intends to made a formal request for the use of this temporary EOF beyond 20 miles from the Technical Support Center (TSC).
This request will provide our position regarding the facilities and equipment needed in the temporary EOF.
A shift augmentation drill will be conducted by March 31, 1982 to verify our evaluation.
Deficiencies which may arise from the results of the drill will be corrected so as the staffing requirements of Table B-1 will be met by July 1, 1982 with the exception of the shift foreman.
The shift foreman issue i.e. second SRO on shift NUREG-0737 item I.A.1.3 is being addressed in our upcoming submittal to update our NUREG-0737 response.
Consumers Power Company intends to make this submittal by January 1, 1982.

Prompt Notification System A.
Required Action Provide technical documentation for staff review relevant to meeting the design objectives of Appendix 3 of NUREG-0654.
This submittal shall clearly indicate the date when the system will be fully operational.
Response
The existing five mile Public Warning System for the Palisades Plant will be extended to 10 miles.
Consumers Power Company submittal dated October 28, 1981 entitled "Response to Notice of Violation EA 81-82", stated that we would make a concerted effort to have the additional sirens installed by the new proposed implementation date of February 1, 1982.

Public Education Develop and implement a public education and information program, in addition to the telephone director message, to include:
General education information about radiation Special needs of the handicapped 3
Protective measures such as evacuation routes, sheltering, and respiratory protection This program shall provide both the permanent and transient adult population within the Emergency Planning Zone an opportunity to become aware of this information annually.
Response
A public Information brochure has been drafted and is currently under final review.
Investigations by Consumers Power Company also indicate the need for a bi-lingual publication for spanish speaking people (peak population of 5,000).
Distribution of a bi-lingual brochure in the 0-10 mile EPZ will be accomplished by Feburary 1, 1982 and will include:

General education information about radiation.
- 2.
Special needs of the handicapped.
- 3.
Protective measures such as evacuation routes, sheltering and respi tory protection.
The existing telphone directory will be amended to include the 10 mile information during the next publication which will be distributed in August-September 1982.
