We have reviewed reference (2) and co~clude that our original evaluation is*
still valid.
In your response, you stated that the periodic leak rate tests, as required ~Y your technical specifications, verify the -integrity of the
- containment.
The leak rate tests are perfonned at 28 psig, approximately one-half of the design pressure, as stated in the Palisades technical specifications.
T~e leak rate test shows that the liner is intact at 28 psfg and does not prove that the dome concrete above the prestressfng wires is intact. It does not show that the cont~1nment can withstand all postulated loads (e.g., s~ismic, thermal, ful 1 pressure, etc.), only that ft can withstand one-half~§<_ the design pressure. Also, in your response, you felt that ft was unrea*sonable to inspect the dome because the dome exterf o~ surface f s covered with a 3 inch thick 1 ayer of urethane foam and that this must be removed to perfonn the

J inspection. Additional infonnatfon supplied by your staff stated that most 5 ~/
of this insulation has been rempved and that your plans call for complete J/ I removal of the insulation.

We conclude that our draft evaluation is final since inspection is the only An.1i
