Corrective Action with item of noncompliance 6b from Palisades IE Inspection Report 80-20 Confirming our conversation on June 12, 1981, the following corrective action has been taken in response to the referenced item of noncompliance.
- 1.
An internal memorandum has been generated to all holders of the approved suppliers list notifying them of changes to the NQAPASL with respect to Midco Pipe and Valve (deleted from the list) and ITT Harper (revised to be consistent with the CASE Register).
- 2.
The NQAPASL has been updated to reflect the changes in Item 1 and will be distributed to copy holders by June 19, 1981.
- 3.
The Palisades QA staff has reviewed the plant procurement files and has verified that no orders have been placed to Midco or ITT Harper since April 1981 when the files were last checked.
- 4.
Big Rock Point QA personnel have reviewed the plant procurement files for Midco and ITT Harper and identified seven (7) purchases from Midco Pipe since 1978 when Midco was added to the NQAPASL.
The following action is in progress with respect to those orders.
- a.
Deviation Reports have been generated to control material issued from the stockroom until properly dispositioned.
- b.
Nonconforming Material Reports have been issued for material in storage and the material will be placed on hold until dispositioned.
- c.
Notes to the receiving file for orders not yet received specify that material is to be placed on hold until dispositioned.
It should be pointed out that initial review of the procurement files indicates that material certification has been received from the original manufacturer rather than Midco.

- 5.
For Big Rock Point and Palisades orders to Midco not yet received, memoranda of change to the procurement documents will be generated to specify the manufacturer and require direct shipment.
This action will be completed by June 19, 1981.
- 6.
The qualifications of the original manufacturer will be evaluated and the results used to disposition material received on orders to Midco for Pali-sades and Big Rock Point.
This action will be completed by August 31, 1981.
By separate letter the Nuclear Licensing Administrator will establish new commitment dates for the implementation of procedures to control the NQAPASL.
