consumers Power company General Offices: 212 West Michigan Avenue, Jackson, Ml 49201 * (517) 788-0550 September 29, 1981 Director, Nuclear Reactor Regulation Att Mr Dennis M Crutchfield, Chief Operating Reactors Branch No 5 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - WESTINGHOUSE LOW-PRESSUEE TURBINE DISCS INSPECTION NRC letter "Crutchfield to Hoffman" dated 8/28/8i presented a NRC Sa.fety Evaluation Report (SER) on the Westinghouse approach for inspecting the Westinghouse Low-Pressure Turbines for stress corrosion cracks in the keyway and bore areas of low-pressure discs.

Consumers Power Company has reviewed the SER and is in agreement with the Westinghouse growth rate equations, the critical crack size being calculated from a usual LEFM model using a facture toughness equal to 1.2 times the facture toughness derived from the Rolfe-Novak-Barsom CVN correlation, and with all four (4) inspection criteria put forth on Page 3 of the SER.

The referenced NRC letter dated 8/28/81 also requested that Consumers Power Company commit to use these criteria for future disc inspection.

Since Consumers Power Company is in agreement with the criteria presented, we are commiting to use it in future Westinghouse Low-Pressure Turbine Disc inspection at the Palisades Plant.
