LEAK TESTING OF PRIMARY COOLANT SYSTEM PRESSURE ISOLATION VALVES The Order of Modification of License dated April 20, 1981 directed Consumers Power Company to periodically check the twelve valves.listed on Table 4.3.1 of the Palisades Technical Specifications to assure their integrity.
Modifi-cations are presently underway to provide leak testing capability to eight of these valves.
Modifications are not necessary for the remaining four valves (3101, 3116, 3131, 3146) since according to your letter dated February 23, 1980, "continuous pressure monitoring on the low pressure side of each check valve" is an acceptable method of insuring c'omponent integrity.
All of these valves can be monitored via a pressure indicator and controller (PIC) located on the low pressure side of each of the valves.
Any significant leakage, 5 gpm or more, into this closed solid system would immediately be detected in the control room by a PIC.
In addition, surveillance is performed during each plant start-up from cold shutdown to verify the seating of these valves by utilizing the ap-propriate PIC.
It is our position, therefore, that the system, as described above, is an adequate leak detection system and further modifications will not be necessary.
