Attachment Consumers Power Company Response to IE Inspection Report No 50-255/81-10 Dock.et 50-255 License DPR-20 Item Technical Specification 6.8.1.c requires implementation of written proce-dures for surveillance and testing activities of safety-related equipment.

Contrary to the above, Procedure M0-23 for testing of the low pressure safety injection pumps, was not properly implemented on May 4, 1981, for the following specific items:

a. Calibration sheet for PT-504 datalogger not attached per TC 81-291.
b. Serial.number and calibration due date for pressure gauge not recor-ded per steps 5.3.3 and 5.4.3.
c. Time the pump stopped not recorded per 5.4.3.
d. Calibration sheet for pressure gauge not attached per step 7.4.
e. Verification signature for return of locked valve MV-3202 to normal not performed per step 5.3.5 .

Re~.!.!!l for_Item of Noncompliance The reason is twofold: (1) failure by personnel performing the surveil-lance to enter all required data and signatures; (2) inadequate reviews by supervisory personnel.

Corrective Steus Taken and Results Achieved The valve in question (MV ... 3202) was in its correct position and was locked open. Attempts to retrieve the missing calibration sheets were unsuccess-ful. The remaining missing data cannot be retrieved with an acceptable degree of certainty .

Response to IE Inspection Report 81-19 Corrective Steps to Prevent Further Noncompliance Administrative controls related to proper completion and review of surveil-lance tests have been strengthened such that requirements with respect to each are clearly identified in the governing administrative procedure. On June 22, 1981, the Plant Manager issued a letter on the subject of proper and timely reviews to Plant Department Heads. The effects of the revised administrative controls were evaluated by a Quality Assurance Department review of surveillance tests completed during the month of July 1981. When compared to a similar review performed in May 1981, substantial improvement has occurred.
