SEP TOPIC III-3.A, EFFECTS OF HIGH WATER LEVELS ON STRUCTURES By letter dated June 17, 1981, the NRC transmitted for comment a draft evaluation of SEP Topic III-3.A for the Palisades Plant.
This evaluation has been reviewed; and the following comments are pro"vided for your consideration:

As noted in CPCo comments on Topic II,:;. 3 ( CPCo letter dated August 13, 1981), the NRC value of 13. 6 ft for the marlmum probable seiche is considered excessive.
Also as -dlscus.sed under this topic (NRC *letter of March 20, 1981) and in FSAR Amendment 15, Q2.4, the limiting com-ponents for flooding a~e the service water pumps at elevation 594.67 1
- This includes consideration of the safety-related* auXiliary feed pumps which are below grade in the turbine building, but enclos.ed in a room with a water-tight door.
No other equipment in.the turbine building is required to safely shut down the plant.
