Engineering Owners Group (CEOG) for the resolution of the effects of asym-metric LOCA loads for the Palisades. Plant.
We believe that all but one issue has been satisfactorily answered by the CEOG Final Report submitted July 1, 1980 and updated by the CEOG submittal made on July 31, 1981.
The second submittal was made to answer the questions contained in your letter dated February 23, 1981 to Mr Arthur E Lundwall, Jr (Baltimore Gas & Electri~). The one issue that has not been resolved for Palisades is qualification of the Exxon supplied fuel assemblies.
Consumers is in a unique position concerning the fuel analysis.
The original fuel design supplied by Combustion Engineering for Palisades does not resemble Combustion's current 14 x 14 fuel design.
Palisades also has cruciform control rod blades which effect the core geometry and a very low pressure drop spacer grid design.
Consumers has been working with Exxon to obtain the required fuel analysis.
Preliminary work has been performed to obtain test data required to perform the analysis.
However, the test program cannot be completed or the analysis scoped until the NRC requirements are defined.
When the evaluation of Exxon's Topical Report XN-76-47, "Combined Seismic -LOCA Mechanical Evaluation for Exxon Nuclear 15 x 15 Reload Fuel for Westinghouse PWR's" is issued, Exxon will be in a position to formulate plans for completion of the testing and analysis.
At that time, appropriate schedule will be established.
