CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20
- .For the reasons hereinafter set.forth, it is requested that the Technical Specifications contained in the Provisional Operating Licence DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

Changes A.
Add note (7) to parts a and b under "Surveillance Function" in item one of Table 4.1.1.
"(7)
Heat balance and channel adjustment not required at less than 20% rated thermal power."
II.
Discussion It has been noted in a number of Event Reports that heat balance calculations at less than 20% of full power are inaccurate.due to the nature of the feedwater flow instrumentation.
Relaxing the present requirement would eliminate a meaningless and time consuming exercise.
III.
Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
