Dear Mr. Powner:
On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am writing in response to the U.S. Government Accountability Office (GAO) report entitled "Information Technology:
Agencies Need to Involve Chief Information Officers in Reviewing Billions of Dollars in Acquisitions" (GA0-18-42), published on January 10, 2018.
In the report, GAO found that the NRC "fully satisfies" the Office of Management and Budget's requirements for Chief Information Officer review and approval of information technology (IT) acquisition plans. However, GAO made the following recommendation:
The Chairman of NRC should ensure that the office of the senior procurement executive is involved in the process to identify IT acquisitions. (Recommendation 33)
GAO noted that its recommendation is warranted because the NRC has not documented the process that is in place for the agency's office of the senior procurement executive to identify IT acquisitions. To address this concern, the NRC will issue an internal Acquisition Instruction by the end of the third quarter of fiscal year 2018, outlining the process for requesting the purchase of any IT equipment or service and specifying that the office of the senior procurement executive must be involved.
