consumers Power company General Offices: 212 Wat Michigan Avenue, Jackson, Michigan 49201 * (517) 788-0550 May 7, 1981 Director, Nuclear Reactor Regulation Att Mr Dennis M Crutchfield, Chief Operating Reactors Branch No 5 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - UPDATE OF PROPOSED TECHNICAL SPECIFICATION CHANGE DATED DECEMBER 18, 19-._80 On December 18, 1981 Consumers Power Company submitted a Technical Specification Change Req_uest in response to a NRC letter dated July 2, 1980.
Since that time additional changes to the sections referenced in that submittal have occurred.
Also, numbering errors were found in two of the sections which necessitates an update of our previous submittal.
Therefore, the proposed changes presented in this submittal supersede the December 18 submittal.
The items that were changed are summarized as follows:
- 1.
Under the heading of "Permissible Bypass Conditions" in Item 13 of Table 3.17.4, the 210°F temperature limit has been changed to 515op since both subcooling margin monitors operate from 5150F to 615°F only.
- 2.
Note (2) has been added.to Table 4.1.3 so that start-ups of the auxiliary feedwater pumps can be kept to a minimum while maintaining a testing program for each starting mode.
- 3.
Item numbers in both Table 3.17.4 and Table 4.1.3 have been renumbered due to duplication resulting from the previous submittal.
Since this is an update of a previous Technical Specification Change Req_uest it is concluded that these changes should be exempt from additional licensing fees speci-fied in 10 CFR 170.22.
