RESPONSE TO IE BULLETIN 79 AUDIBILITY PROBLEMS ENCOUNTERED ON EVACUATION OF PERSONNEL FROM HIGH-NOISE AREAS IE Bulletin 79-18, Audibility Problems Encountered on Evacuation of Personnel From High-Noise Areas dated August 7, 1979 required Consumers Power Company to "determine whether current alarm systems and evacuation announcement systems are clearly audible or visible throughout all plant areas."
The report on our findings, as well as intended corrective action, is as follows:
In June 1980 a survey was conducted which identified several inoperable devices rendering the survey useless for the purposes of IE Bulletin 78-18.
Several areas were found to be deficient and were repaired.
On January 12, 1981 and January 13, 1981, a second survey was conducted to determine the effectiveness of the evacuation siren and PA systems.
Deficiencies noted during the second test are listed as Attachment A.
All maintenance orders and facility changes will. be issued by July 1, 1981.
Final completion dates to correct these problems as yet have not been determined.
As a result of the surveys conducted, problems identified and work done to date, we consider the responding portion of this bulletin to be completed.

Siren & PA inaudible in emergency diesel generator room.
Outside Area Siren on top of turbine building not operating (west side).
CT pump house siren inaudible, PA not understandable.
Temporary buildings north of plant, siren barely audible, no PA.
Both cooling towers, no sirens or PA audible.
Training building, no PA, siren very weak.
Radwaste storage building, siren & PA inaudible.
New radwaste storage, siren & PA inaudible.
Security building, no PA, no sirens audible.
Auxiliary Building Health Physics (old Document Control.), no PA, siren very weak.
Boric acid storage tank room, pumps on - no siren, no PA; pumps off -.weak siren, no PA.
The following areas had no PA or sirens audible:
Room 115 - fuel pool heat exchange.
Room 167 - component cooling, PA only partially audible.
Room 106A - waste gas plenum 602 - pipe lay, north and south.
Room 120 - vacuum degasification pump room.
Recirc pump room, receiver tank.
Charging pumps, siren barely audible.
PMW recirc pump room, siren barely audible.
Room 714 - misc was~e holdup tank.
Service Building Low-level counting lab, no siren;* no PA.

Alarms were cleared by opening and closing the DC breaker; the overspeed trip was actuated and again alarms came in and would not reset.
