  • Area Code 517 788-0550 October 31, 1980 Mr James G Keppler Office o~ Inspection and Enforcement Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO IE INSPECTION REPORT 80 FIRE PREVENTION PROCEDURES IE Inspection Report 80-17, dated October 8, 1980, Implementation of Fire Prevention Procedures, identified an apparent item of noncompliance of the Palisades Plant Technical Specification Part 6.8.l(d).

Our response to this infraction is as follows:

Item Technical Specification Part 6.8.l(d) states, in part:

"written procedures shall be... implemented... covering the... emergency plan implementation."

Contrary to the above, on August 28, 1980, the inspectors verified by direct observation during*a tour of safety-related areas that fire plan implementing procedures parts 8.2 and 8.3 concerning the control of combustible material were not being implemented when accumulations of combustible material and improperly stored combustible material were observed in safety-related areas.

Response

Corrective Action Taken and Results Achieved On October 23 and 24, 1980, all department heads were advised of the various deficiencies in their respective areas.* An inspection by the Plant Property Protection Section of these areas, noted in Paragraph 2 of the Subject Inspection Report, was conducted.

With the exception of the wooden scaffold-ing (Item 2F(l)), the plastic containers of snubber oil (Item 2G(l)) and the wooden shipping crates (Item 2G(3)), the inspected areas had been cleaned up.

Corrective Action Taken To Avoid Further Noncompliance 2

Weekly inspections will be conducted by the Plant Property Protection Section.

Items not in compliance with established Fire Protection Procedures will be noted.

A report will be written with copies to be distributed to all department heads as well as the Plant Manager.

If an item is noted on two consecutive inspections, it will be documented as such on the written report.

Actions needed to correct this situation, should it arise, will be decided upon by the Plant Management.

Date When Full Compliance Will Be Achieved Full compliance will be achieved by December 1, 1980.
