RESPONSE TO IE BULLETIN NO 80-023 - FAILURES OF SOLENOID VALVES MANUFACTURED BY VALCOR ENGINEERING CORPORATION IE Bulletin No 80-023, dated November 14, 1980, dealt with the failures of solenoid valves that were manufactured by Valcor Engineering Corporation.

Valcor has attributed these failures* to a latent defect in the magnet wire.

It is believed that this defect manifests itself when the solenoid valves are continuously energized at elevated temperatures by an incompatibility between the magnet wire's polyvinyl varnish coating and polyimide insulation.

condition causes a dielectric breakdown leading to turn-to-turn shorts within the coil.

This phenomenon has occurred at nuclear facilities owned by Duke Power Company and Omaha Public Power District, and are purportedly limited to solenoid valves having parts Numbers (P/N) V70900-21-l and V70900-21-3.

This IE bulletin requested us to determine whether any Valcor solenoid valves having these P/N (V70900-21-1 or V70900-21-3) are used to perform any safety-related function at our Palisades Plant.

An investigation has demonstrated that there are no Valcor solenoid valves with P/N V70900-21-1 or V70900-21-3 being used, stored, or intended to be used in safety-related or nonsafety-related functions at our Palisades Plant.

Therefore, response to the remaining items of IE Bulletin No 80-023 is not required.
