TECHNICAL SPECIFICATIONS CHANGE REQUEST IN RESPONSE TO NRC LETTER DATED JULY 2, 1980 -

CATEGORY "A":

TMI-2 LESSONS LEARNED ITEMS Attached are three (3) original ahd thirty-seven (37) copies of a request to change the Palisades Plant Technical SpecificatiOns.

The enclosed Technical Specifications change is in direct response to NRC letter dated July 2, 1980, which requested Consumers Power Company to submit a license amendment application to incorporate specifications addressing actions taken in re.sponse to Category "A" i terns from TMI-2 Lessons Learned.

Specifically, the following topics are addressed: (1) Emergency Power Supply/

Inadequate Core Cooling; (2) Valve Position Indication, and (3) Containment Isolation.

Currently, STAs are provided in accordance with the program outlined in our submittal dated March 14, 1980.

. Consumers Power Company will request appropriate Technical Specifications changes upon formalization of its long-term program.

2 The proposed change has been determined to be a Class III change pursuant to 10 CFR 170.22 because the change involves information previously reviewed and requested by the Commission to.be incorporated into the Palisades Plant Technic.al SpeCifications.

A check in the amount of $4000 is attached for the required fee.
