In a May 5, 1980 submittal, the licensee requested a change to Technical Specification 3.2 to ~hange the*minimum level of boric acid.from 118 inches to 115 in~ches in the concentrated boric acid tank.
As n.oted in the enclosed July 25, 1980 memorandum for E. L. Jordan from D. c. BGyd on the same subject, there is a con~~rn-that the present wording
- allows operation with only one tatik at a specified level.
This mode of operation negates the value of redundant systems.
Region III has advised tj)e licensee ~;n an fosp~ction report that the NRC position is that each tank must be at 118 inches or action statement 3.2.3 shall be met, the licensee has verbally agreed to maintain each tank at the specified level until the Technical Specifications are clarified ~ut it is going to cause an additional number of LCOs because of the a~arm position on the tank.
IE:HQ shares the concern in the memorandum and we request that Technical Specification
- 3.2.2.c be changed, in conjuct1on with action on the licensee's referenced request, to *require that each tat1k be at the specified level whenever the reactor is critical~ We, also, request that consideration be given to clarifying Technical Specification 3.2.3.b. su1&h that when a tank is.restored to operable status it must have a minimum s-pecified level. This concern has been discussed with.the Project Manager.
