General Offices: 212 West Michigan Avenue, Jackson, Michigan 49201 * (517) 788-0550 October 16, 1980 Director, Nuclear Reactor Regulation Att Mr Dennis M Crutchfield, Chief Operating Reactors Branch No 5 U S Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT -
RESPONSE TO QUALIFICATION OF CONTROL SYSTEMS IE Information Notice 79-22 dated September 14, 1979, Qualification of Control Systems, discussed a concern involving potential effects on non-safety grade equipment on safety analysis and performance of safety-grade equipment.
NRC letter dated September 17, 1979, expressed concern of an unreviewed safety matter related to the effects of the environment on control systems resulting from high energy line breaks inside or outside containment.
That letter requested Consumers Power Company to evaluate the concerns expressed in IE Information Notice 79-22 as they apply to the Palisades Plant.
Consumers Power Company letter dated October 9, 1979, provided a response to your questions regarding the interaction between non-safety grade and safety-grade equipment.
In that letter we committed to perform an additional analysis to evalu-ate what long term actions are required.
Since the Palisades Plant is a SEP plant, this analysis/review was tied into the Environmental Qualification of Electrical Equipment (EEQ) Project.
This EEQ Project was completed and submitted to you on October 7, 1980.
In the course of addressing the EEQ subject, we fulfilled our commitment of performing the addition-al analysis to evaluate what long term actions are required as stated in our Octo-ber 9, 1979, letter.
Therefore, we consider the items of concern that were express-ed in IE Information Notice 79-22 and your September 17, 1979, letter as being closed.
