- Area Code 517 788-0550 September 4, 1980 Mr James G Keppler Off ice qf Inspection and Enforcement Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO IE BULLETIN 80-15 IE Bulletin 80-15, dated June 18, 1980, discussed the potential for loss of Emergency Notification System (ENS) telephones as a result of loss of off-site power.
Our responses to the action items of the subject bulletin are as follows:
Item 1 Within 10 days of the date of this Bulletin, verify by direct inspection, in conjunction with the appropriate telephone company representative, that the ENS at your facility is powered in the manner described in the two enclosures.
Response To Item 1 The ENS at the Palisades Plant is powered from instrument bus Y-01, breaker

It should be noted that Enclosure 1 to IE Bulletin 80-15 is in error in that our.ENS.is powered from an on-site power source not from the local.
telephone company; Item 2 Those facilities which have station packages requiring on-site power, but which are not connected to a safeguards instrumentation bus which is backed up by batteries and an inverter or equally reliable power supply, shall make necessary modifications and provide such a connection.

- Response To Item 2 Instrument bus Y-01 is normally supplied by off-site power and is automat-ically powered by the 1-1 diesel generator upon loss of off~site power.
In the event the feed to Y-01 (MCC 1) becomes inoperable, an alternate feed (MCC 3) can be manually selected.
Based on past demonstrated reliability of Palisades emergency power, the reliability of power to the ENS is considered adequate and no modifications to this system are being considered.
Item 3 All facilities are to develop and conduct a test, within 60 days of the issu-ance. of this Bulletin, to verify that all extensions of the ENS located at your facility(ies) would remain fully operable from the facility(ies) to the NRC Operations Center in the event of a loss of off-site power to your facility(ies).
This is not.intended to mean that an actual loss of off-site power be executed.
Response To Item 3 2
This test can be conducted as described during the performance of engineered safeguards system surveillance activities which are performed by executing a loss of off-site power.
This test will be conducted during the next refueling outage and operability of the ENS will be. verified concurrent with the test.
Item 4 If it is determined that a station package requiring on-site power is not connected to a* safeguards instrumentation bus backed up by automatic transfer to batteries and an inverter or an equally reliable.power supply, notify the NRC Operations Center via the ENS within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such determination.
Response To Item 4 This item is not applicable to Palisades.

The directive relative to prompt reporting of 10 CFR 50, Part 72, items has been revised to include notification of the NRG by commercial long distance in the event any ENS phones are found to be inoperable.
