PALISADES PLANT :- AEYMMETRIC LOCA Consumers Power Company has been an active participant inthe CE Owners Group
. for the resolution.of the effects.of asymmetric LOCA loads for the Palisades Plant.
As -stated in our July 1, 1980 letter, the cavity analysis was not completed before July l; i980 because the primary coolant pump support restraints are' embedded in the reactor cavity shield wall and. were not ana-lyzed with the generic pl1:mt model.
Several Palisades specific analyses were required to obtain the correct i'oads cin the cavity shield wali which are not present for the generic plant.
These loads were calculated by Combustion Engineering and sent to Bechtel, Arin Arbor, Michigan on June 24, 1980.
Bechtel's analysis of the Palisades cavity *shield wall which included the subcompartment pressure loads; the reactor vessel support loads,. and the primar.{ coolant pump support loads produced resultant loads whiCh exceeded the load capability of the cavity shie_ld wall assUII1ing a full.2*Area c'old leg break.
- Therefore; we are now -evaluating the primary coolant pipe re-straints that are *shown in Figure L
- otir-- preliminary analysis shows that the cold leg break. will be limit'ed to appr.oximately a l*Area break size:
We-intend to show that the combination of reduced pressure loads and revised
' pump support loads will be within the capability of the shield wall.
The schedule for the work being performed by Combustion Engi:I1eering is shown in Figure 2.
The cavity subcompartment pressurization analysis* should be completed bY September 22 and all of the input data required by Bechtel'should be available to ;thein by September 26.
- A minimum of six weeks will be required by Bechtel to complete the structural analysis because two cold leg breaks are being analyzed. -_Several. days will be required for preparation of the cavity shield wall analysis report.*.Therefore,* the report will be.submitted on or _
before November '14, 1_980.

2 The calculated loads of the Palisades fuel assembly grids have been evaluated.
Consumers Power Company has concluded that the load capability of the current design should be increased.
A proposal received from Exxon is being evaluated where the current design would be strengthened or.a revised spacer grid design would be utilized in subs,equent fuel reloads.
The spacer grids for, the next Palisades reload a,re currently being inanufacttired; therefore, the stronger grids cannot be incorporated in the reload without high economic penalty.
The design, testing and. analysis* of the stronger spacer grid will be completed before the long lead time components are ordered for the succeeding Palisades reload.
Consumers Power is hereby committing_ to increasing -the strength of the spacer grids starting with Reload J to be supplied by Exxon Nuclear Company in late 1982 or early 1983.
