BIG ROCK POINT AND PALISADES PLANTS - NUCLEAR POWER PLAllT SECURITY PLAN - REVISION 2 One signed and four conformed copies of Revision 2 (dated June 15, 1980) to our Security Plans dated February 20., 1979, for the Big Rock Point and Palisades Plants. transmitted with this letter contain subject matter which is exempt from disclosure according to Section 2.790(d) of the NRC's "Rules of Practice, Part 2, Title 10, Code of Federal Regulations". Therefore, it is requested that these attachments be withheld from public disclosure.
This revision to the Security Plans incorporates changes summarized in Attachment I. These changes provide clarification of issues identified by NRC Compliance Inspectors.during routine inspections and implement organizational changes in both the corporate and plant staffs. It is Consumers Power Company's conclu-sion that .these changes do not decrease the safeguards effectiveness of our Security Plans and therefore have been implemented without prior Commission approval in accordance with 10 CFR 50.54(p).
