SUMMARY

CONSUMERS POWER CO., JUNE 6, 1980 A meeting was held in Bethesda on June 6, 1980 with representatives of Consumers Power Co. (CPCo), their consultants Exxon Nuclear Company (ENC).

and the NRC to resolve outstanding issues resulting from CPCo's request (Ref. 1) to change the PALISADES plant Technical Specifications 3.10.3(g) and 3.ll{g) to increase the total radial peaking factor for the Cycle-4 reload with the H-design fuel.

The attendees are listed in Attachment l.

The analysis performed by ENC on behalf of CPCo's for this request is included in ENC's report on ECCS and Thermal Hydraulic analysis for the Palisades

. reload H-design (Ref. 2).

. The present request is the third in a series of related requests by the CPCo and has been necessitated by the fact that the H-design fuel loading would allow operation at a level of only 88% of the full power under the present*

Technical Specifications relating to the total radial peaking factors for part of Cycle-4.

The submittal was reviewed by members of the Reactor Systems Branch (N. Lauben) the Thennal Hydraulics (H. Balukjian) and Physics (L. Lois) sections of the Core Performance Branch.

The Reactor Systems Branch review did not reveal any need for\\ additional information (see Attachment 2).

However, the Thermal-Hydraulics and Physics sections review required additional information related to:

(a) quantification of the proposed change of Technical. Specification 3.ll(g);

(b) justification of the physics methods employed in the calculation of the peaking fqctors; (c) discussion on the Technical Specification of the flow rate;

power level; and, a comparison of the flow rate used in the calculations with those in the tech specs.

Discussion of the above issues with the representatives of CPCo and ENC resulted in two additional submittals; attachments 3 and 4.

The issues were resolved and a SER was written subsequent to the meeting which will be distributed separately.
