  • Area Code 517 788-0550 May 8, 1980 Mr James G Keppler Off ice of Inspection and Enforcement Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO IE INSPECTION 79-20 IE Inspection Report 79-20 identified six activities conducted at the Palisades Plant which were not in full compliance-with NRC requirements.

These activities (infractions) were addressed by Consumers Power Company letter dated February 8, 1980.

NRC letter of March 20, 1980 noted that our response was acceptable with two exceptions; the training described in Item 1 was unclear and the response to Item 4 was unsatisfactory.

The following response is being made to address and clarify the two exceptions as noted above:

Item 1 Please provide a specific description of the training to be provided and a completion date.

Response to Item 1 The training will be conducted for two categories of plant personnel as follows:

The persons who conduct the test (operators, electricians, technicians, repairmen) will be instructed in the following:

- The purpose and brief outline of the recently developed administrative controls related to the Technical Specifications surveillance test program.

Acceptance criteria:

Their significance and how to recognize them.

- Actions to take when an out-of-tolerance condition is identified.

Supervisory personnel (Shift Supervisors, Shift Technical Advisors, and supervisors of persons listed above) will be instructed in the following items as they apply to their areas of responsibility:

- A detailed review of the applicable portions of the administrative controls related to testing, including:

An overview of the entire test program.

Acceptance criteria/operability.

Routing/evaluation requirements of completed procedures.

Determination of special testing requirements (eg, those arising from a plant trip).

Corrective action.

2 Training for supervisory personnel is scheduled for completion in early May.

Training for testing personnel is scheduled for the period of May 5, 1980 through June 6, 1980.

Item 4 We require a specific commitment that you will prohibi~ the use of instruments which are outside their calibration scheduled for safety related measurement.

In those cases where you determine that the calibration interval is incorrect,

that you will formally change the interval in accordance with the requirements of your Quality Assurance System prior to using the instrument if it exceeds the original calibration interval.

Response to Item 4 Consumers Power Company will comply with the requirement as stated above.
