SUMMARY

OF THE REACTOR OVERSIGHT PROCESS WORKING GROUP PUBLIC MEETING HELD ON JANUARY 31, 2018 On January 31, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a Reactor Oversight Process (ROP) Working Group (WG) public meeting with the Nuclear Energy Institutes (NEIs) ROP Task Force and other industry representatives. A summary of the discussion topics is provided below. contains the meeting attendance list. (Agencywide Document Access Management System (ADAMS) Accession No. ML18045A017) contains the Performance Indicator (PI) Frequently Asked Question (FAQ) Log and the FAQs discussed during the meeting.

Frequently Asked Questions In the area of the PI program, FAQs 17-04 and 17-05 were the only FAQs that were open at the time of this meeting. These two FAQs request additional time before certain PIs become effective for Watts Bar Unit 2. FAQ 17-04, which requested a one quarter extension for PIs MS06, 07, 08, and 10, was approved. FAQ 17-05 requested, in part, a one quarter extension for PI MS09 before it becomes effective. This part of FAQ 17-05 was also approved. The licensee withdrew a separate request in FAQ 17-05 for a three quarter extension for this PI. The basis for the withdrawal of the three quarter extension request was that the licensee

G. Bowman had enough valve demands during the fall refueling outage to mitigate any concerns about false positives with low critical hours.

Industry submitted new FAQ 18-01 on the definition of the term initial transient for boiling water reactors, which the NRC will review and comment on during the next ROP WG public meeting.

Effectiveness Reviews 2018 The NRC staff discussed upcoming Calendar Year (CY) 2018 effectiveness reviews, to include an evaluation of the safety culture common language initiative. The staff plans to solicit industry feedback on the effectiveness of this initiative during the March 2018 ROP WG Public Meeting.

Engineering Review NRC staff provided a reminder that the next public meeting on the NRCs engineering inspection program is scheduled for Thursday, February 22, 2018, in Region II. The NRC staff will share its recommendations for improving this program based on feedback and will discuss next steps.

Inspection Manual Chapter (IMC) 0611 Revision NRC staff highlighted that IMC 0611, Power Reactor Inspection Reports has been issued with an effective date of January 1, 2018. This revision provides enhancements to NRC inspection reports, including elimination of boilerplate text related to inspection procedure completion and replacement of narrative paragraphs with lists and tables. The overall objective of this update is to improve readability of NRC inspection reports by enabling readers to more quickly find relevant and important information. The NRC invites the public and industry to provide feedback and will consider additional changes, if appropriate, based on that feedback.

Inspection Procedure (IP) 95001 Closure Consistency The NRC staff discussed that it is conducting an assessment of regional consistency in closing out IP 95001 inspections, which are used to evaluate licensee corrective actions for white inspection findings and PIs. A team has been assembled to conduct the review. The first phase of this review is to perform a high-level evaluation to determine areas where differences may exist. If necessary, this will be followed by a more focused look into specific areas. The staff will provide additional information on this assessment during upcoming ROP WG public meetings.

Working Group to Update the ROP for Regulatory Actions Taken Following the Fukushima Dai-ichi Accident The ROP Inspection Branch (IRIB) in NRR/DIRS shared with stakeholders that an NRC working group has been established to consider how to integrate oversight of regulatory actions taken by the NRC following the Fukushima Dai-ichi accident into the ROP. The charter for this working group can be found in ADAMS at Accession No. ML17164A285. IRIB will discuss the groups progress at the next ROP WG public meeting.

G. Bowman Equipment Qualification (EQ) Inspections NRC staff highlighted efforts to review concerns and feedback provided by Nuclear Utility Group on Equipment Qualification (NUGEQ) related to EQ inspections. The staff reviews are nearly complete and a separate public meeting will be held sometime later in March.

Inspector Guidance on Service Life Issues The staff made publicly available draft inspector guidance on Dispositioning Information Related to Service Life of Installed Safety-Related SSCs. The draft document is in ADAMS at Accession No. ML18024A272. The staff is seeking informal feedback from external stakeholders on this guidance, which will be discussed in more detail at the next ROP public meeting. The staff stated during the meeting that it will consider revising the guidance based on comments prior to seeking further internal comment and review. The staff plans to distribute this guidance for inspector use sometime during mid-CY 2018.

Surveillance Frequency Control Program (SFCP)

The staff described the basis for a recent violation of Title 10 of the Code of Federal Regulations Section 50.59 (10 CFR 50.59) at Byron, including the relationship between 10 CFR 50.59 and the SFCP. Because the NRC has identified a number of similar violations, the staff indicated that they are considering issuing a generic communication on the topic. NEI indicated that they have a different perspective on this issue and that they would be submitting a letter to the staff requesting a public meeting on the topic. The staff indicated that it will hold off developing a generic communication until after the public meeting.

Significance Determination Process The NRC indicated that it is proposing a separate public meeting to review a revision to IMC 0609, Appendix F, Fire Protection Significance Determination Process. This revision was made publicly available in October 2017 and can be found at ADAMS Accession No. ML17089A411.

Consequential-Steam Generator Tube Rupture (C-SGTR)

NRC staff discussed two recent changes to the Risk-Assessment Standardization Project (RASP) Handbook. The first was a change to Volume 1, Section 6, Internal Events, Modeling Recovery and Repair, that provides guidance to NRC risk analysts when crediting FLEX equipment in a recovery event. The second change is a new draft Volume 5, Risk Analysis of Containment-Related Events (LERF), which currently contains only consequential steam generator tube rupture events. This draft is available in ADAMS Accession No. ML18011A027.
