- Area Code 517 788-0550 May 20, 1980 Mr James G Keppler Office of Inspection & Enforcement Region III U S Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO IE BULLETIN 79-27 AND CONFIRMATORY ORDER DATED APRIL 22, 1980 Consumers Power Company was required by the issuance of a Confirmatory Order dated April 22, 1980, to submit information required by Attachment A of the Order prior to startup from the current outage.
This information also com-pletes our response to IE Eulletin 79-27, Loss of Non-Class lE InstrUiD.enta-tion and Control Power System Bus During Operation, item 2.
Previous relat-ed correspondence was dated April 18, April 3, and March 3, 1980.
The following is our response:
Confirmatory Order Attachment A and IE Bulletin 79-27, Item 2 -
"Prepare emergency procedures or review existing ones that will be used by control room operators, including procedures required to achieve a cold shut-down condition, upon loss of power to each class 1-E and non-class 1-E bus supplying power to safety and non-safety related instrument and control sys-tems.
The emergency procedures should include:
a) the diagnostics/alarms/indicators/symptom resulting from the review and evaluation conducted per item 1 above.
b) the use of alternate indication and/or control circuits which may be power-ed from other non-class 1-E or class 1-E instrumentation and control buses.
c) methods for restoring power to the bus.
Describe any proposed design modification or administrative controls to be implemented resulting from these procedures, and your proposed schedule for implementing the changes."

Response
The Palisades Plant emergency procedures have been reviewed to assure that a),
2 b), and c) of Attachment A to the Order are included.
As a result of the review, five new emergency procedures were created to specifically address the control of the plant following loss of power to Class 1-E and Non-class 1-E instrumentation and control buses (preferred AC buses Y-10, Y-20, Y-30 and Y-40 and instrument AC bus Y-01).
These new procedures (Off-Normal Procedures ONP 24.1 - 24.5) are avail-able at the site for inspection and will be implemented prior to startup.

CONSUMERS POWER COMPANY PALISADES PLANT IE Bulletin 79-27 Loss of Nonclass 1-E Instrumentation and Control Power Bus During Operation Docket No 50-255 License No DPR-20 At the request of the Commission and pursuant to the Atomic Energy Act of 1954, as a.mended, and the Commission's rules and regulations thereunder, Consumers Power Company submits the response to IE Bulletin 79-27 as required by the Confirmatory Order dated April 22, 1980.
