NOTICE OF HEAR I HG Consumers Pm*1er Company, Jackson, Michigan is the holder of License No.
DPRP20, which authorizes the company to* operate the Palisades Nuclear Power Facility.
The Fac1lity consists of a pressurized light water moderated and cooled reactor (PWR), located at the Licensee 1s site in Co~ent Township, Van Buren
. County, Michigan.
On Nove~ber 9, 1979, the Director, Office of Inspection and Enforcement, pursuant to section 234 of the Atomic Energy Act of 1954, as amended (42 U.S.C.
2282) and 10 CFR 2.205* of the Commission 1s regulations, served on the Licensee a Notice of Violation together w.ith a Notice of Proposed Imposition of Civil Penalties. The Notice.9f Proposed Imposition of Civil Penalties, incorporating by reference the Notice of Violation, alleg.ed that the Licensee was responsible.

.license conditions and set forth the civil penalty to be assessed for each viola-tion.* The alleged violations related to the operation of the facility for an

extended period of time with containment violated.
The Licensee sent an answer dated November 29, 1979 to the Notice of Proposed Imposition of Civil Penalties. After consideration of the Licensee 1s response, the Director.issued an Order Imposing Civil Penalties on December 20, 1979, in the 8002280
.e total amount of $450,000.00.

Pursuant to the Atomic Energy Act of 1954, as amended, and the regulations in Title 10, Code of Federal Regulations, Part 2, notice is hereby given that a hearin9 will be held 6efore Honorable Ivan W. Smith.
