Dear Mr. Chairman:

I was informed recently of the hea ine which was levied by your Conunission against Consumers Power Company in Michigan.

Information furnished to me indicates that Consumers Power Company, during an inspection following a plant shut-down for refueling and maintenance, found that two safety valves which should have been closed were in fact open.

On their own initiative, they corrected the problem and reported the mistake to your Commission.

Because of this, Consumers Power Company was hit with a fine of $450,000.00.

This is the maximum civil penalty allowed by law.

As a stock holder in Consumers Power Company, and as a firm advocate of nuclear energy, I think the fine is excessive.

This is especially true when your Commission proposed a relatively mild $155,000.00 fine against the Three Mile Island operators for 148 separate violations, infractions and deficiencies.

I believe that you should re-evaluate the action taken above re-garding the excessive fine.
