Operating Reactors Branch No 2 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - POTENTIAL SAFETY CONCERN RELATIVE TO THE ANCHORAGE AND SUPPORT OF SAFETY-RELATED ELECTRICAL EQUIPMENT NRC letter of January 1, 1980 noted that certain safety-related electrical equipment may be inadequately anchored.to resist seismically induced motion.

and requested that an action plan be developed and submitted for resolution of the issue.

Consumers Power Company will develop a list of safety-related:

Motor Cbntrol Centers Switchgear.

Control Panels*

Instrument Panels Transformers Inverters Battery Racks Cable Trays Similarly Supported Electrical Equipment A checklist will be developed which will include type and number of anchorages, a judgment as to the adequacy of the anchorages to resist the probable seismic loads as well as a listing and judgment of the adequacy of support of any Non-Category I Equipment in the area that may damage the Category I Equipment.

The equipment on the list will then be inspected to the checklist by an engineer who is knowledgeable of seismic design techniques.

Based on the

  • results gathered by this physical inspection, an engineering judgment will made as io the adequacy of the anchorages.

2 Should the supports be judged inadequate, additional or alternate supports will be designed.based on engineering judgment of the forces involved.

The supports will be fabricated and installed on a best efforts b~sis as soon as possible after discovery with due consideration of the numbers of supports required, the perceived degree of shortcoming in the existing supports and the accessibility of the equipment.

Completion *of the initial inspection is somewhat dependent on the degree of the problems discovered during the inspection and the accessibility of the equipment.

Based on the present estimate of the problem, it is anticipated that the results can be submitted by March 15, 1980.

We believe that it will be possible to resolve the remaining two items and have all equipment anchored to a best engineering judgment criteria by September 1, 1980 or, in the event accessibility is a problem, by the end of the next scheduled refueling outage.

Since historical records indicate strong motion earthquakes are ~ery rare or nonexistent events in the vicinity of the Palisades Plant, the generation of auditable evidence of the adequacy of equipment anchorages can proceed on the existing SEP schedule for seismic review of.the plant.
