CONSUMERS POWER COMPANY RESPONSE TO IE BULLETIN 79-24:

FROZEN LINES IE Bulletin 79-24, "Frozen Lines," dated September 27, 1979, requested that licensees review their plants to determine that adequate protective measures have been taken to assure that safety-related process, instrument and sampling lines do not freeze during extremely cold weather.

Consumers Power Company's response to this Bulletin is provided below.

The Palisades Nuclear Power Plant is located on the eastern shore of Lake Michigan.

In the plant's eight-year operating history, no freeze-up of safety-related process, instrument or sample lines has occurred during normal operation due to extremely cold weather.

No safety-related process, sample or instrument systems require heat tracing to protect against freeze-up and records show that the Palisades Plant went through both full power operation and a refueling outage without a freeze-up of any process, sample or instrument systems due to extremely cold weather during the winter of 1977-78 which heating degree records show was the coldest winter in lower Michigan since 1920.

Consumers Power Company concludes that adequate protective measure have been taken in plant design to assure that safety-related process, instrument and sampling lines do not freeze during extremely cold weather.
